I am very positive you can still download and install updated versions of web browsers, I personally suggest the 'Brave' web browser. Very simple solution, tell your dad to open the web browser and type in and your problem is solved. So they probably want to make extra money by making old phones unable to use the YouTube app. why would they do that? Well keep in mind, Google makes money from royalty fees they charge to Android cellphone makers who utilize their Google services (Google play store, google apps and services).
